This is a 1940s Art Moderne brooch. A curled pavé rhinestone bow is riveted atop a satin gold tone metal bow. Similar McClelland Barclay costume jewellery designs are available as a cuff bracelet, dress clip with blue  or red accents, and a round medallion brooch or pendant.

Condition: good vintage (the rhinestones have darkened, and there is some movement between the two layers)
